This feature already exists - though you can be easily forgiven for not knowing it does! It’s not super clear or easy to find.
On Mac, the keyboard shortcut, Shift+Cmd+N will open a second Legend window.
I do not recall the Windows shortcut off hand - but the click command is under the file menu in Legend - File>New Window
