Although having a Titlebar might be handy for any other ‘pending’ features, along with being able to organize functions like “Pane-related” thing together, a simpler short-term solution would be a gentle re-working of the already existing "vertical-three button (hamburger?)"drop down menu in the upper right of every pane. Since it already exists in the upper right of every pane, it seem most intuitive that all pane related controls exists there by default.
I’d suggest (assuming all functions stay pane-specific, along with a header, some spacing for readability and some re-ordering):
Pane Management (inactive header)

No need to have the word “Pane” appear multiple times as long as the menu/pulldown is dedicated to Pane-related items. Having the “Pane Management” header is a bonus to tell you to what the items all refer. Makes everything simpler/quicker to reads as well.
As an aside–is there a functional different in Legend between using the “Three Horizontal Dots” vs. the “Three Vertical Dots” as a pull-down menu item button? Just wondering if perhaps they should all be made vertical dots as an indication of “row of items in a pull down”. I’m big into intuitiveness 🙂
